Project Labor Agreements (PLAs) are pre-hire collective bargaining agreements negotiated between construction unions and construction contractors. They establish the terms and conditions of employment for construction projects. For more information, see the DOL’s PLA Resource Guide.

Ending PLA requirements will harm workers by reducing their bargaining power, leading to lower wages and poorer working conditions. PLAs often ensure fair wages and benefits, which are particularly important for marginalized groups who already face economic disadvantages.
